Spanish Laws changed in 1995, in respect that all motor vehicles that are to be driven on the public roads, be covered with at least Third Party Only insurance that would compensate for any damages that may occur with a third party.
Its had been estimated that 3% of vehicles on the Spanish roads today are not covered by the require cover of insurance. Many of these drivers are young people on motorbikes and scooters.
The Spanish police, the Guardia Civil in particular are taking extra measures to find these driver without insurance in order to reduce the problem. The police have systems similar to the UK to help with this, such systems include, number plate recognition scanners which are cross referenced with a database created within an agreement with insurance companies and the police.
You can be fined for driving without insurance, the fine can vary depending on the following factors but can range from 600 - 3000 euros:

- What the vehicle is being used for
